Setting a picture as Apple Watch face

I cannot set a custom watch face at all. It will only allow the photo album to cycle through all photos and I just want ONE picture for the watch face. I have already tried adding via iPhone in the watch app. The new face never appears on the actual watch OR as an option to set. I have selected “set current watch face” within the app and the watch face never changes. It does appear as changed in the app, but the physical watch never updates.
