Weather Channel App crashing

I have deleted and downloaded the app several times with my iPhone 7 and the Weather Channel App keeps crashing

Thank you.

I removed the app after several attempts of recapturing it; then returned it after a few hours. It did come back functioning.

in the meantime, I had download 2-3 other weather apps that notified me after downloading that they would charge me a monthly fee - some as high as $9+/month. I totally deleted them.

Question: do these deleted apps occupy my cloud?
