Fixing Corrupted Safari Bookmarks on my mac

Safari on my mac shows only one folder from a list of 7 folders that fomerly occupied my favorites toolbar. All of my bookmarks are no longer available. All of my bookmarks/favorites still appear on my iPhone and iPad Pro. When I go to iCloud it tells me there are no backups of my bookmarks to restore from. How do I get a good copy of my bookmarks from one of my iOS devices to my Mac?

iPad Pro 12.9-inch, 2nd Gen, Wi-Fi

Try Safari/File/Export Bookmarks. Then go to System Preferences/iCloud and turn Safari syncing off. Delete all your Bookmarks. Turn Safari syncing back on and allow time for the sync to complete. Last resort  - have you tried signing out of iCloud and then sign back in?

I tried using "Linc Davis" advice to restore my bookmarks.plist file using TimeMachine. I found that between January 2 and January 3 my bookmark.plist mysteriously shrank from a mb file to kb file. I exited Safari and turned off iCloud sync for safari on my mac and restored the mb version. When I restarted Safari - no difference - I am still looking at a corrupted version of my bookmarks/favorites
