Remove cards from Apple Pay

Another thread was started but got locked so I’m starting a new one. I am not having trouble removing cards from apple wallet. That part is straight forward but the issue is once you click the plus sign to add a new card, every card that has been removed shows up again. These may be cards that have been cancelled, replaced, or you just simply removed the card. I followed all the directions including iCloud.com, nothing shows up there right now. I even did a factory reset which I was told it would disappear, but it didn’t. When I said up Apple Pay, all of my previous cards show up to add again. This is annoying as these cards are useless. I was told to wait 7 days before it would disappear. It’s been 2 months and nothing has changed. I’ve even contacted the bank which is the new response from apple but the bank can’t explain to me why it’s showing up when it’s been removed. See my screenshot for the issue at hand. My old debit cards keep showing up.
