I bought a iPhone from someone and it was activation locked. What do I do?

Contact the person you purchased it from and if they are the ones that have the Activation Lock on it send them this: What to do before you sell, give away, or trade in your iPhone, iPad, or iPod touch - Apple Support
If they are not the one holding the Activation Lock, and don't know the person who does, return the iPhone and get your money back.
