I write long documents and I am a disciplined user of styles, including especially headers.
It would be REALLY helpful if there were a way to "move to next header" or "move to previous header."
Is there such a thing? If not, is there a hack that would make it possible?
No. Select Provide Pages Feedback from the application menu and communicate this need to the Pages product team.

Do you mean "jump" to a Header in another Section?
Menu > Edit > Find > Find... (command F) is your friend.
If the Find & Replace box needs a kick up the Khyber, click on the right or left arrow (bottom right of the Find & Replace box) to activate it.
Tested in Pages 7.3 under macOS High Sierra.

Another idea. Try a table of contents. Click on a page number to jump to that entry. Command up arrow on the keyboard will take the focus to the top of the document (TOC).
Or have a look at Page Thumbnails.

Thanks for the reply. Yes, that works for some specific title I know I'm search for. By as I write, I need to move more easily to the top of a section (a chapter, a header, a subheader, whatever) or down to the next section. Searching on a particular name is more hassle than the (hassle) of paging up or down.

If you want to find the next or previous Section Break (i.e. the bottom of the last page of a Section),
Use the right or left arrows in Find & Replace to move the focus to another Section Break. Here we are on Page 3

yes, this is what I do now — single keystroke to the top of the document, then paging down to the TOC entry I want, and then jumping back. But still not as convenient as what I'm describing. Thanks for the reply.
I don't mean "sections," I mean headers within a document. E.g., like an outline
