How do I file for an App exception to Apple

How do I file for an exception to Apple.

As per Apple application guidelines as well as

platform restrictions, iOS applications are not allowed to keep any socket

connections open when the application is running in the background. When an

application is sent to the background – i.e. when the device display turns off

or when another application is used on top of the PTT client application – iOS

platform allows for about 30 seconds for the application to complete its

activities and closes the sockets. After this grace period, the platform

automatically closes all sockets and forces the application to stop.
