Saving cellular data is on when I have unlimited

Someone sent me pictures via an iCloud link. When I try to add them to my library, I get a notification at the bottom of the screen saying adding paused to save cellular data. I have unlimited data and no WiFi. There is nothing I can press to turn this feature off. What can I do so I can save my pictures??
