I cannot fill my billing information

When im trying to buy apple music subscription, it transfers me to billing details. Ok but when im trying to use my carrier for payment method it says: Authorisation error

we cannot complete your request at this time. Please try again later

apple music account I want to change my payment method but the apple music app doesn't give me the option, it only gives me the option to subscribe again but I already have account.
