app store acceptance criteria if app has inactive icons

Have a question regarding app store acceptance criteria.

we have developed an app for our application and need a clarification w.r.t. app store acceptance criteria.

we have couple of inactive icons where we don't have any functionality for those icons.

Say, we have a like button, we didn't implement functionality for like button. is this considered as app incompleteness? will app store accept this app if couple of buttons like these are present in app and functionality is not implemented.

we are planning to push our app to app store for the first time. need advice to handle this scenario.
