A few things can be causing this problem.
Here are a few things to make sure.
1) Are you using the wall adapter that came with the iPad?
1b) If not, is your replacement an official Apple wall adapter?
If it is official, move on the the next questions. If it isn't official, you can easily find some certified wall adapters at Walmart, Best Buy, or www.apple.com themselves.
2) Does the cable (not wall adapter) you are using charge other devices, or does it not work for anything.
if it doesn't work, then you need to get a replacement. Certified Apple lightning cables are easy to find at Walmart, Target, or get it from www.apple.com themselves.
3) Is there dirt or debris in the lightning port of the iPad?
If so, use a soft bristled tooth brush, and a soft wooden (never use metal) toothpick and carefully pick out the debris.
Remember to be careful, because damages to the lightning port are usually not covered by Apple Care
4) Have you performed a hard reset (press and hold Home button and power button until the Apple logo appears)
If not, try that.
These are to get you started.
If none of these work, I would recommend scheduling an appointment at the Genius Bar at the Apple Store, or a certified Apple repair centre to have them look at it.
