icloud music library on pc

I have my apple music subscription on an apple id, and my icloud music library on an another apple id.

It was working fine on both my phone and pc until I canceled my subscription; and when I resubscribed I can see my library on my phone once I turned icloud music library on, but it is no longer on my pc.

I believe that the problem is that I can't change my icloud account on pc (it's signed in with my apple music subscription id, not the one that I have my library on), is that correct?

If so, how can I change it? it seems like it can't be changed and whenever I try turning on icloud music library on pc it tells me I should wait for 90 days to do so.

If that's not the problem, then what is?

what should I do?

I'm using iphone6 and a windows pc.
