iPad mini using 10gb for ‘system’ even though it’s empty?

I just bought a refurb iPad mini 2. When I set it up I noticed there is 10.03gb used for ‘system’ but my other iPad mini 2 only uses 5.85gb for system. I’m not storing anything on it, I did a backup and restore on iTunes, made sure the iOS is updated, I cannot figure out this memory issue.

I contacted the seller who says the memory is being used for software and iOS but I have a hard time believing this iPad mini 2 needs TWICE the amount of memory vs the iPad mini 2 I already own? They are both on the same iOS version. I can return the device if I can’t remedy the issue but I’d rather solve the problem and keep it. Help please! I’m including a picture for comparison so you can see the storage bar graph for both minis. Thanks for any insight into this

Typically a full restore should reduce the amount of "other" on an iPad. Here's what I would do.

Restore the iPad as a new device, not from backup. Sign in using your Apple ID and Password. Check storage and if "other" is in the normal range, then bring your apps over, sign into email, then turn on the cloud services you want on your device, such as Contacts, Messages, Photos etc.

That's typically a sign of data corruption. And is fairly normal for iOS devices to suffer from unfortunately.

A Full restore to factory Settings typically resolves this.

Make sure the previous owner signed out of their iCloud account, and Find My iPhone is turned off before doing the restore however.
