Which system version do you have installed? If you are running any system version newer than MacOS 10.10.3 Mojave, you will not be able to run iPhoto 9.0. On any of the newer system versions only iPhoto 9.6.1 will run and it will not be possible to update iPhoto 9.0 to the current version 9.6.1.

If you have a much older system, you can try to purchase an iLife '11 dvd from Amazon or eBay. This will install an early version of iPhoto '11, version 9.x.x. You can try to update this using the updaters from Apple's download page, but it will get you only to iPhoto 9.4.3. Newer updates are no longer available for download, because they are AppStore versions, and the AppSTore does no longer offer iPhoto for purchasing.
