icloud filling, without me adding to it, jeopardizing email now

icloud. It has threatened to be almost full for a long time, and keeps asking me to purchase more storage. I've stopped uploading my phone into it. I've gone in and deleted massive amounts of stuff twice. Something is still filling it up. There is a section in there that has a bunch of photos duplicated about 30 times and I cannot delete them. Now it's jeopardizing my email. It has a mind of it's own, and I need help. I will NOT purchase more of this problem.
