how do I use the country code to block all calls from a country?

Is there an app you can suggest that I can use to block all calls from a particular country?

Also, btw, I had blocked the call from that Lithuanian number. This morning I got another call from the same number, but it said it was from the US. Was it allowed in because the parentheses and spaces differed on the different calls?

Also, do you have any idea why they call and hang up? Is that a process to hack my iPhone? If so, are there any protective steps I should take?
