How to turn "background refresh" back on?

I have an iPad 5 running iOS 12.1.1


A while ago I turned Background Refresh off. How can I turn Background Refresh back On?


The option is greyed out in Settings / General / Background Refresh, with the button at the left. I cannot move the button back to the right.


My problem is that many individual Apps which I installed after I turned off Background Refresh show that their Backgound Refresh option is *On* and greyed out. I'm hoping that toggling Background Refresh On and then Off again will turn it off for them. See the attached screengrabs. I've outlined the current Background Refresh options in red.

It appears you have the Background App Activities restriction enabled within the Content & Privacy Restrictions settings on your iPad. You can tap Settings > Screen Time > Content & Privacy Restrictions > Background App Activities to access this setting. You can read more details regarding restrictions from the following support article: Use parental controls on your child's iPhone, iPad, and iPod touch
