apple watch stuck on logo

We have a new apple watch 4 and it is stuck on the apple logo and will not reboot. It initially had a problem of randomly calling 911. We have been on the phone with apple support twice and reset the watch, however it never reset and is just stuck on the apple logo for several hours. We tried to do a forced reboot and it will not respond.
