Because ipad 2 are simply too underpowered to run iOS10 or higher. If you did happen to hack into it to install iOS12, you’d have a non-responsive brick.


The iPad 2 lacks the processing power and ram to run anything higher than iOS 9

An iPad 2 ( 2nd generation ) is a 7-year old iDevice that has internal hardware that is too old and too underpowered to run any newer versions of iOS.

Heed my advice in my above link about ditching that over 2-1/2 year old Safari Web browser and seek out another iOS 9 compatible, more current, secure and up to date, third party iOS Web browser.
