Without Drag Lock option no working

I have tried to change the trackpad option of dragging without drag lock but it doesnt actually do anything, this delay in release the item you were dragging is very problematic which using photo editing software and the pencil or rubber or tool stays in motion which results in me rubbing out a portion or the image when i go to select a new tool. Is this a bug ? is there any way to actually turn off the drag lock or at least reduce to delay so much it might as well be off?

MacBook Air (2018 or later)

Try resetting NVRAM/PRAM http://support.apple.com/kb/ht1379


if no luck resolving the issue then


Try resetting the SMC http://support.apple.com/kb/ht3964
