My Apple Watch Series 3 is frozen on the charging screen and I have tried to hard restart it and that didn't work and I unpaired it to see if that would work ad it didn't. Any suggestions on what I should do?

You have done the right things. I would call Apple and make an appointment with their Genius Bar.
Apple released a new build of WatchOS and iOS yesterday, so you could try forcing an update which will also reboot your watch. If the watch is still communicating to your iPhone go to the Watch app, My Watch, General, Software Update and see if it will talk to the watch. There’s nothing to lose by trying, otherwise as @julieda says, it’s a trip to the Apple Store - Contact Apple Support
