How do I unlock it with out the previous owners email and password

You don't. You can't. Unless you can get the previous owners to do the following with the iPad: https://support.apple.com/en-us/HT201351 The device is completely useless to you. Apple will NOT help you. We cannot help you.
Get your money back from whomever you purchased it from. Or enjoy it as a nice paperweight.
