I can’t download iCloud Drive
I’m paying for extra storage but my devices aren’t allowing me to download the iCloud Drive app. How do I access what’s in my cloud? My system shows recently backed up.

The iCloud Drive app was replaced by the "Files" app. More information: Use the Files app on your iPhone, iPad, and iPod touch - Apple Support
Also note that iCloud Drive is a syncing service where changes you make to the files on your device are automatically synced to iCloud. It is not a part of iCloud Backup.
