How do i change camera format from heic to jpeg in ios 12.1.2

I found a lot of articles explaining how to change the camera format setting to JPEG instead of HEIC by changing the format to "most compatible" rather than "high efficiency." However, when i go to the camera tab on my iphone (settings/camera), there is no longer a "format" tab to select. I am using iOS 12.1.2. Is there another way to change the format to JPEG (rather than HEIC) in this iOS or am i just completely out of luck?
