I am trying to access a website that uses popups to display the document, but my MacBook is blocking it, even though I have switched off the pop up blocker for all websites, how do I get this website to work?

You switched off the pop up blocker for that web site in Safari/Preferences/Websites/Pop up windows?
Go to Safari Preferences/Extensions and turn all extensions off. Quit/reopen Safari and test. If okay, turn the extensions on one by one until you figure out what extension is causing the problem.
