Support issues

Hello, I want to contact the Russian support service, being a citizen of Azerbaijan.


However, there is one problem, about a month ago when i tried to access the site and find out contacts, etc. , still pops up to this day: "We apologize. At the moment, the request cannot be executed."


What does it mean? How do I contact them and what is needed for this?

Same with american support btw.
