UsageTrackingAgent is a core macOS component. Like most others its purpose is not publicly documented.
Don't attempt to ascribe any particular meanings to the names chosen by macOS's programmers. Apple does not intentionally attempt to obscure names of macOS components or processes, since doing that would only result in their own confusion. All I would assume from its name is that some unspecified "usage" is being tracked. Whose or what's usage and how it is tracked is anyone's guess.
