EKG availability in Dubai UAE

The sole purpose of upgrading my Apple watch to series 4 was the EKG capability, when will this be available for the middle east market, my watch was purchased from the Apple store in Dubai.. Why is this taking so long to get this feature activated..

In most countries the ECG function is legally considered to be a medical device which needs government approval. Apple will allow access to the ECG software as soon as your government gives permission.
