magic mouse 2 didn't charge when MacBook was powered is off

I left my Magic mouse 2 plugged into my MacBook pro over the weekend for charging but when I returned the battery was not charged on the magic mouse 2. Should it matter that the MacBook pro was turned off? Also Should it matter that the magic mouse was plugged into a USB Hub) and then into the MacBook pro?

It won't charge when the computer is off. Try using Sleep instead, or charge the mouse with a phone charger.
