No. Windows and your MacOS are not running at the same time. They are independently booted. If you want to copy a file over to the other operating system you can use an external drive that is formatted ExFat which can be read/write by both operating systems.
Not without a third party app. The better solution IMHO is to get an external ExFat drive and you can use the files as and when required regardless which OS you are booted into. Exactly what you are asking except that you want to do it not on an external correctly formatted drive but on the internal drive which is formatted differently for each OS.
I used DropBox to do that with no issues. Quick and simple.

Of course. What I was wondering is if I can "unlock" the Bootcamp drive so I can pass files. Sort of like emulators allow. Right now I see a circle/slash on the Windows side when viewed from the Mac OS side.
both operating systems can only read each others filesystems out of the box, commercial products can enable both sides ability to write on each respective filesystems though

Just to add, these communities are littered with posts from users of third party apps
that allow writing/reading NTFS formatted drives from MacOS and drive
access is lost when an update to the MacOS occurs unless there is a corresponding update available for the third party app.
