contacting app store

I need to contact the App Store people, because I received an email where is sending one invoice from App store and I didn't get something from App Store.

Is charging me $29.99 but I have not bought anything from there.

The issue is the invoice como from Apple Payment or Apple Payment <kamuadalahseoranghackeryangsangatditakuti10293939@sekarangsudahbesar.me> that sound no good.

So I need some instruction from App Store to see what is happening
