I want to be able to use my iPad Pro at all times at any location so I need to add a cellular to be able to do that. I want to exchange my iPad Pro for an iPad Pro Wifi + cellular unless I'm able to add a cellular to a regular wifi iPad?

On the other hand, if you purchased your ipad at an apple store you have 14 days from the date of purchase to return/exchange it. If you bought it somewhere else they will have a different return policy so you'd need to research that.
