How do I get an Apple ID to the admin center (2 iPhones to the desktop) which is not connected to a person?

We have 4 different persons answering and re-directing the calls at the admin center. We have 2 iPhones and they need an Apple ID to install different apps. These Apple IDs are therefor not connected to a person, but to the school. How do I make an Apple ID which is not to a person, but to the school?
