iCloud photos on Mac

How can I view all of my iCloud photos on my Mac without logging into my iCloud account in the browser? Why can't I see my photos from my iPhone that are uploaded in my iCloud account in 'Photos' on my Mac?

I have done everything according to this step by step however my photos still don't sync on my Mac.

I have enough storage in my iCloud so when I log in to it in a browser I can see all my photos taken on my iPhone. But I don't see them on my Mac for some reason.
