Trying to connect phonak marvel to iphone MFI app, I have tried the recommended steps from Apple with no change in connection.

Yes I have the phonak app and am connected to it via Bluetooth. The procedure from Apple is to put the phone to sleep then wake it with the home button and try to pair with the MFI app then check the control panel to see if has connected to the hearing aides. I have tried this a number of times with no luck!
So you have the app Phonak Remote on the App Store downloaded to your device? What, exactly have you tried so far? We don't know what the "recommended steps" are.
