Whenever I go to a website which gives a link to another page/website, it flashes momentarily then disappears. This only started when I upgraded to Mojave.
Can I stop this unwanted action so that I'm able to proceed in the proper page?

To enable Safari cookie storage, launch Safari, then click the Safari menu and choose Preferences...
Another window will open. Choose Privacy, then de-select Block all cookies.

If that does not fix the problem then something else is wrong. The problem is not Safari. If you disable cookies in Firefox it won't work either. Nor would any other browser if you don't permit them to store cookies. Nearly all websites require them to work.

I've done exactly as you've described but still, what happens is, the link page 'flashes' up for a split second then goes away to another page.
What I have discovered is that, if I click towards the outside of this other page, the proper page is restored.
Maybe Safari has an extreme security built in which causes this strange behaviour?
I'm only able to reply to you because I'm using Firefox, where everything works normally! I now find that, in Safari, I can't even access my virgin mail account, because it says 'cookies are disabled' and when I try to use the link 'find out here how to enable cookies' it says 'Oh crikey we can't find that page'! It seems to be a bad browser, so it's goodbye to Safari and from now on I'll only use Firefox.

I decided to try the 'forgotten password' link, changed my password and it all works now. It seems the only problem was with the existing password, so maybe changing passwords from time to time (as advised anyway) is what I should do more often.

And, of course, I have no problems with cookies in Firefox.

There's something wrong with my Safari Preferences because the Privacy page looks different to yours. Mine doesn't have the Apple Pay link:
