Why my iCloud says that it will delete the iCloud photos after 26 days?

Is your iCloud Photo Library disabled?

Setting---Your Name---iCloud--Manage Storage--Photos

It should say "Disable and Delete". If it says "Undo Disable and Delete", you must click that.
