You will need to pair/unpair every time you want to change to the other device.

Agreed - unfortunately, they can only be paired to one device at a time. There is some thing called a “KVM switch” but I believe it only works with wired devices - you can check that out.
That was my next question, what if I use a plug in keyboard and plug in mouse...any difference not using bluetooth?
Well, you’d have to plug in/unplug....
