No, it is not. Apple Pencil will only work on the new for 2018 iPad Pro 11 and iPad Pro 12.9

Since you own a 2017 model iPad, no Apple Pencil is compatible with your iPad.

You can however, buy a capacitive touch stylus on Amazon which will work with your iPad to some degree, but certainly not the degree Apple Pencil does.

The number you quoted is for the 5th generation iPad. Neither of the Apple Pencil models will be compatible.
