As Kappy said, you can.
Your new Photos Library.photoslibrary will work, if you remove the iPhoto Library.migratedphotolibrary.
But I would keep a copy of the old library iPhoto Library.migratedphotolibrary on an external drive, just in case, that you should later notice items that have not been migrated properly. I needed to look up items in the old iPhoto Libraries several times. Photos does not recreate all smart albums correctly, and the descriptions of the events and albums will not be migrated. Sometimes faces are missing after the migration, edited photos may appear corrupted, dates might be wrong. Then it will help to be able to look these up in the old iPhoto Library. So keep iPhoto and the iPhoto Library on an external drive, if you need to free storage.
Deleting iPhoto Library.migratedphotolibrary will not free as much storage as you might expect. The new Photos Library and the old iPhoto Library are sharing the storage for photos that are identical in both libraries by hard links.
So don't be disappointed, if you do not gain as much storage back, as you would expect, when you remove the old iPhoto library.
