iPhone XS Camera Focus malfunctioning

Sometimes the camera on my iPhone XS with have a focusing malfunction where it will jump back and forth from in focus to extremely out of focus. Restarting the camera does not fix this, but restarting the phone does.

The phone is just a couple weeks old and on latest iOS, which is currently 12.1.3. It looks like this issue has been around for some time for some users, and I wonder if it is a hardware issue.

Unfortunately this is almost impossible to replicate, when it happens it will keep happening until I restart. But the camera is unusable until the phone is restarted.
