after upgrading to iOS12 my iPad Air will not activate

I upgraded my iPad Air to iOS12 and now it will not activate. Have restored it over and over and over again, nothing. Spent 2 hours on the phone with Apple support, nothing. I am tired of seeing "Your iPad could not be activated because the activation server is temporarily unavailable." For two weeks? I don't think so. I would like to salvage this thing, there was nothing wrong with it until iOS12 hit it. I just upgraded to iOS 12.1.3 today, still no fix for this problem. Anyone have an ideas? (besides using this thing as a paperweight)

I doubt it's toast. If you can't get past this, schedule an appointment at your Apple Store Genius Bar for assistance.

Curious........do you have Two Factor Authentication set up? Sometimes without it, a device won't activate and it really is a security measure designed to protect you device.

Oh yes, and then some. Many times over on multiple computers with firewalls disabled or enabled, hard reboots, recovery mode. Third party software was used as well, still unable to activate. I will more than likely bring it to an Apple store and get credit towards a new iPad, the Apple techs I spoke with don't have any ideas either.
