I just wondered if you can use the Animoji and Memoji feature with IOS12 on the iPad Mini2? Thanks

No, it requires the true depth camera found only on newer model iPhones.

But, you could use either or both of these apps in place of both Memojis and animojis.

If you want something a little similar to the Memojis ( NOT the Animoji side of things ), for use with the Messages app, look at apps Bitmoji and Emoji Me.
