If my phone is locked because I forgot my password, how can I open my phone if the password to my Icloud wont work?

I was trying to create a new password my my phone and when I tried to put it in wouldnt work and is locked. My finger print doesn't work either. What can I do to unlock my phone?

If it's the phone's passcode : If you forgot the passcode for your iPhone, iPad, or iPod touch, or your device is disabled - Apple Support
