Make sure you don't have any Content & Privacy Restrictions set up on your iPad. If these are not enabled, you can try enabling them and make sure Screen Recording is enabled and then disable Content & Privacy Restrictions again. This article can help:

Also, since noticing this behavior, have you had a chance to restart your iPad? This step may seem fairly simple, but it can resolve some issues:
