can’t log in to Apple ID as only trusted device is one that is stolen

A friend got her phone stolen so is trying to log into her Apple ID on her iPad to access her messages etc. She knows the passwords and account details but when she logs in she is asked to enter the verification code which is only sent to her stolen iPhone. Therefore she can’t log in and access her Apple ID. Any suggestions would be appreciated!
