Go Step by step and test.
1. Restart and test.
2. Check App store. There may be an update pending.
Launch App Store. Click “Updates”.
If there is any update pending, install the update.

Try going to System Preferences/Spotlight/Privacy and add your internal hard drive to the exclusions. Restart the computer and see if you can open Safari. If successful, go back to the Privacy panel and remove your hard drive.
