I believe you are asking about a Mac's built-in FaceTime camera, is that correct? If you want to control access to a Mac's built-in FaceTime camera, please read Control access to your camera on Mac.
Apple's iSight camera was discontinued well over a decade ago. If you are asking about it, disabling it is as simple as unplugging its FireWire cable.
Both FaceTime and PhotoBooth can be turned off individually. The access control Preference describes granting access to other, non-Apple programs that present potential privacy concerns beyond Apple's control. If there is nothing there then nothing else wants to access the FaceTime camera.
I just asking about a tip to turn drivers off to prevent any of possible stream can happen occasionally...
I surmise you are concerned about the ability to add contacts to a FaceTime group call, thereby allowing you to surreptitiously eavesdrop on them? Apple already disabled that ability, pending a permanent solution: https://www.apple.com/support/systemstatus/ reports "Group FaceTime is temporarily unavailable." I don't believe it affects Macs.
Maybe... I have install a fresh Mojave and before it was Mavericks...
I check already that settings you are mention above, but on this page just empty filed and I able to turn on FaceTime, Booth Apps which instantly open an access to camera and turn it on...
