How to solve the iCloud-described billing problem

I received an email stating there is a problem with how the $.99 cost for increased storage is being taken from designated bank account. The email provided "directions" on how to solve the problem, but I am unable to locate the links they are stating will lead to the bill payment area. Here is the email I received and the steps provided:

Dear Holly Nichols, On 02/01/2019 you are scheduled to be charged $0.99 for your 50GB iCloud storage plan, but there is a problem with your payment information. Please update your payment information as soon as possible. If we cannot successfully charge your account, it will be downgraded to the free 5 GB plan and your service may be affected. Follow the instructions below to update your billing information:

1. Go to Settings and tap iCloud.

2. Tap your name.

3. Tap Payment and follow the prompts.

You can also update your billing information on a Mac or PC. The iCloud Team

  1. Make sure you have a valid credit card with your name on it, issued by your bank
  2. Go to your iPhone's

Settings > [your name] > Payment & Delivery > PAYMENT METHOD > put your valid credit card info here
