I couldn't open and access the Mail App and it's not popping up whenever I click on it. It has a dot under it which I would assume I have tabs open, but even if I force quit it it still shows the dot under it. Any suggestion of what I should do? Thanks in advance!
To find out if it's system wide or user specific, try this...
Open System Preferences>Users & Groups, unlock the lock, click on the little plus icon, make a new admin account, log out & into the new account.
Does it work in the new account?
